Energy University
在丹麥哥本哈根舉行的聯合國氣候會議，再次引起全球對節能減排的討論，為配合全球的大趨勢，香港亦已於上月下旬成立「綠色建築議會」，並啟動升級版建築環境評估法（BEAM+），按建築物選址、能源效益、建築物料、用水和室內環境質素之五個範疇評估建築物節能程度。
大眾對節能減排的意識與日俱增，而建築發展商亦紛紛為地產項目注入綠色元素。然而，樓宇的能源管理在實施方面仍處於起步階段。現今香港大部分樓宇仍然存在能源效益的問題，當中一個主要的原因是屋宇承建商在建築過程中，採用只講求治標的被動策略，務求降低建築成本，以及避免任何懲罰性的賠償。只有在被嚴格監管下，他們才會在建造期間注重樓宇系統或能源管理。
採主動節能增效策略
要建築物持續節能，有必要實施著重治本的主動節能增效策略。通過測量、監察和調控，加上採購、運作、管理、保養維修等多方面配合，達致減省開支及碳排放量的雙贏局面指日可待。
環顧世界節能減排趨勢，英美等先進國家已開始立法要求更妥善地管理能源消耗。例如，美國已於○五年通過能源政策條例第一○三項，要求「聯邦機構在可行的情況下，於二○一二年底前在所有聯邦設施安裝先進的測量儀器」。香港方面，根據建築物能源效益守則中有關電力安裝的條款，建議所有超逾 400A 的輸入電路，以及超逾 200A 的次級配電器或獨立配電器，必須安裝測量儀器，以供能源審計之用。
在樓宇管理系統之中採用主動的節能增效策略，有助推行低碳排放的建築計畫，而其實箇中關鍵，就是把照明控制、暖通空調等樓宇內的系統自動化，通過使用能源管理軟件及遠程監察系統，讓能源的使用獲得全天候監察及妥善管理。
英國節能信託基金最近的研究便指出，採用量度及監控能源技術的投資回報期，往往少於六個月的時間。實證研究更顯示，不同類型的建築物實施「主動式能源效益」後，電費的直接減省，加上妥善使用裝置及進一步改善系統的可靠性，可節省高達三成的成本。
網上平台灌輸環保意識
了解能源效益有助改善環境，因為你知道有何渠道或方法去採取能夠減排的行動。一直以來，眾多的環保團體及商業機構都通過不同方法，對公眾灌輸環保意識。以施耐德電氣為例，最近推出名為「能源大學」（Energy University）的網上學習平台（www.MyEnergyUniversity.com），以嶄新方法為對這方面有興趣的人士，免費提供不同主題的自學課程，以淺白易明的方式，灌輸有關能源管理的實用教育資訊，提高大眾對節能的關注。
經濟復甦，林林總總地產發展項目相繼展開，西九龍文化區、港珠澳大橋等大型基建項目如箭在弦。無論是發展商、承建商、建築師、樓宇裝備工程師、物業管理等，都應把握良機，採用主動的策略，把能源效益帶到每個建築環節，以減省成本及碳排放量，為企業自身及社會帶來裨益。

2. thinking-planning, reading and deep research in the methods to achieve the targets and focusing on it.
3. action-what you do for what you get
4. continuous improvement-the important tool for survival
